HISTORY

In order to support the RVSM implementation in the Asia/Pacific Region, the APANPIRG established the Asia/Pacific Approvals Registry and Monitoring Organization (APARMO) as the Regional Monitoring Agency (RMA). The APARMO is located at the United States Federal Aviation Administration's William J. Hughes Technical Center (FAA-WJHTC).

At the 12th APANPIRG Meeting held in Bangkok, Thailand (20 - 24 August 2001), AEROTHAI expressed their willingness to assist the ICAO in the continuation of the RVSM implementation and other monitoring requirements in the Asia Region. This was to ensure the continuation of the RVSM program for the Asia Region, in line with the provision in Annex 11 (Amendment No. 40) requiring that the safety assessment and monitoring be carried out for the introduction of any significant change to the ATS systems. The offer was also conveyed and acknowledged at subsequent RVSM Task Force Meetings.

At the 13th APANPIRG Meeting held in Bangkok, Thailand (9 - 13 September 2002), the Meeting supported and agreed with the transition plan for the transfer of the APARMO responsibilities in support of further RVSM implementation in the Asia Region to AEROTHAI.

At the 14th APANPIRG Meeting held in Bangkok, Thailand (4 - 8 August 2003), Federal Aviation Administration (FAA) and AEROTHAI jointly presented, for approval by the meeting, the final transition plan in regards to the transfer of the duties and responsibilities of the RMA for the Asia Region from the APARMO to MAAR. The final transition plan was approved by the meeting. Therefore, MAAR fully assumed the duties and responsibilities of the RMA for the Asia Region, since 2 September 2003.
