AEROTHAI hosted the ICAO Language Proficiency Requirements (LPRs) - ICAEA Workshop for the Asia Pacific region
on the implementation of the Test Design Guidelines (TDG), from 28 to 30 October 2019 at the Banyan Tree Hotel Bangkok.
This workshop is the third in a series of four regional workshops (1st in Luxembourg, 2nd in Tbilisi, 3rd in Bangkok and
4th in Buenos Aires) that is delivered by ICAEA personnel. ICAEA TDG, developed the ICAO LPR Test Design Guidelines
to support Civil Aviation Authorities. The workshop offers practical help on how to apply the Test Design Guidelines.

The target audience for the workshop are those personnel involved in the approval, auditing, selection, design and
development of ICAO LPR tests from relevant agencies within Civil Aviation Authorities (CAA LPR focal points),
including departments responsible for ICAO LPR testing and licensing issues. Mr. Sathaporn Srisomwong,
Senior Director, Human Resource Development and Learning Promotion Bureau delivered the welcome
remark in the opening session.

The ICAEA Workshop provided opportunities to examine the ICAO LPR Test Design Guidelines in detail,
look at hypothetical test tasks and evaluate how the design of test instruments influences assessment
outcomes, as reflected by each of the test design criteria. The workshop offered opportunities for sharing
experiences, also encouraged achievements and challenges, with a view to fostering cooperation and
sharing between representatives from various ICAO States. The workshop concluded with a session
on how to use a checklist evaluation tool to apply the guidelines during test selection and ongoing
monitoring and evaluation processes.
